Compact and the Palestinian revolution

We call on all revolutionary Palestine of our people and the various segments and its numerous components of the political factions and civil institutions, to get around to achieve this essential task, collaboration and working together for success in this embodiment the establishment of the State during the next two years. We extend to all our people to work together on the basis of full partnership in the process of completion of building the institutions of the State of Palestine and a free and stable democracy, which is committed to the principles of human rights and equality under the law and without any discrimination on any basis. We all have to face the world and the reality shows the fact that the Palestinians remain steadfast and determined to stay in their home and their determination to end the division and the occupation and achieving freedom and independence. The world should listen to the clear and unified position from all walks of Palestinian society and the different categories that the Israeli occupation is the only real obstacle that stands in the way of stability, prosperity and progress of our people and their right to freedom, independence and decent life. لقد آن الآوان لنا نحن انباء فلسطين ( شباب فلسطين الثائر ) أن نحصل على حريتنا وحقوقنا الوطنية التي يكفلها القانون الدولي والشرعية الدولية ، وذلك دون الخضوع لأية شروط يحاول أي طرف فرضها علينا. ولتحقيق هذه الغاية فنحن بحاجة إلى اجراءات ايجابية وتدخلات بناءة على المستويين الشعبي والدولي من أجل وضع حدٍّ لحالة الانقسام الحاصل بين ابناء الشعب الفلسطيني الواحد والتوصل إلى تسوية سياسية عادلة تنصف شعبنا الفلسطيني بعد هذه المعاناة التي عانى فيها ومُنع من تحقيق تطلعاته نحو الاستقلال والحرية. والطريق نحو انجاز استقلالنا و مستقبلنا كشباب فلسطيني حر ، وتحقيق سيادتنا على أرض وطننا، تتطلب المزيد من الصمود الشعبي ، والمساندة الشبابية المستمرة التي يقدمها لنا اشقاؤنا العرب لانهاء الانقسام وتحرير الارض .



وبالاضافة إلى ما يقرره القانون الدولي، فإن اقامة الدولة الفلسطينية ذات السيادة يعتبر أمراً لا غنى عنه لتعزيز أمن منطقتنا واستقرارها. ومع ادراكنا للخطر الذي يواجه فرصة التوصل إلى حل الدولتين مع مرور السنوات جراء الاجراءات والمخططات الاستيطانية الاسرائيلية،

كما اننا ندعو الجميع الى العودة الى الشعب لقول كلمة الفصل بين الاطراف المتنازعة على السلطة

وانهاء حالة الانقسام وانهاء جميع مظاهر الفرقة والنزاع الحاصل على السلطة بين التنظيمات الفلسطينية .

واننا على ثقة بالتفاف بشعبنا حول هذه الأهداف، وأنه بتكاتف أبناء شعبنا واصرارهم على إنهاء الانقسام وإقامة دولتنا الفلسطينية المستقلة نستطيع أن ننجح في مسعانا. وإن شعبنا الفلسطيني الذي يلتف حول برنامج الثورة الشبابية الفلسطينية ، وانه برنامج حق العودة وتقرير المصير وإقامة الدولة المستقلة، وهو يراكم يومياً المزيد من الانجازات وتتعاظم ثقته بالقدرة على تحقيق المزيد من الانجازات، سوف يحالفه النجاح والتوفيق، بإذن الله، من خلال وحدتنا الوطنية وروح التعاون التي تضع الهدف الأسمى المتمثل في التحرر الوطني فوق كل المصالح الأخرى. إننا بحاجة إلى استعادة وحدة الوطن ومؤسساته، وترسيخ الوحدة الوطنية، والتعاون على جميع المستويات وفي كافة أنحاء وطننا. كما أن إقامة الدولة الفلسطينية تستلزم حساً مشتركاً وادراكاً جامعاً لهذا الهدف الوطني الذي تجتمع عليه قوانا السياسية والاجتماعية ومؤسساتنا الأكاديمية والثقافية ومنظماتنا غير الحكومية وجمعياتنا الخيرية ومجالسنا المحلية وقطاعنا الخاص ولجان حماية الأرض ومناهضة الاستيطان والجدار، وكافة القطاعات الحية الشبابية والنسائية في بلادنا. لذلك، يولي برنامج الشباب الفلسطيني تركيزاً كبيراً على ضرورة إشراك جميع فئات المجتمع وأطيافه بدورها في تنمية مؤسساتنا وتطويرها. إننا ندرك تمام الإدراك تطلع شعبنا نحو حكومة توفر له الأمن والتنمية والخدمات الأساسية في مختلف المجالات، وفي ذات الوقت تحترم حقوق أفراده وحرياتهم. كما إننا نؤمن بأنه لا يمكن بناء هذه المؤسسات وضمان ديمومتها إلا من خلال الشراكة المعقودة بين الحكومة والمواطنين.

فإننا ملتزمون ببرنامج منظمة التحرير الفلسطينية والسلطة الوطنية من أجل تحقيق إقامة دولة فلسطين

إننا ثوار فلسطين ندعو كافة أبناء شعبنا وشرائحه المختلفة ومكوناته المتعددة، من فصائل سياسية ومؤسسات أهلية، إلى الالتفاف حول تحقيق هذه المهمة الأساسية والتعاضد والتكاتف والعمل معاً للنجاح في تجسيد إقامة هذه الدولة خلال العامين القادمين. ونتوجه إلى جميع أبناء شعبنا كي نعمل معاً على أساس من الشراكة الكاملة في عملية استكمال بناء مؤسسات دولة فلسطين الحرة والديموقراطية والمستقرة، والتي تلتزم بمبادئ حقوق الإنسان والمساواة بموجب القانون ودون أي تمييز على أي أساس كان. وعلينا جميعاً أن نواجه العالم بأسره بحقيقة وواقع يظهر ان الفلسطينيين صامدين ومصممين على البقاء في وطنهم وعزمهم على إنهاء الانقسام و الاحتلال وتحقيق حريتهم واستقلالهم. وعلى العالم أن يسمع للموقف الواضح والموحد من جميع أطياف المجتمع الفلسطيني وفئاته المختلفة بأن الاحتلال الإسرائيلي هو العائق الحقيقي والوحيد الذي يقف في وجه تحقيق استقرار وازدهار وتقدم شعبنا وحقه في الحرية والاستقلال والحياة الكريمة. وعلى العالم كذلك أن يعيَ أننا لم نعد نحتمل مواصلة العيش تحت نير الاحتلال والحصار البغيضين اللذين لا ينتهكان مبادئ القانون الدولي فحسب، وإنما يتعديان على أُسس العدالة الطبيعية والكرامة الإنسانية.

واهدافنا هي :-

تحرير ألارض وعودة الاجئين الى ديارهم وإجلاء المستوطنين وإزالة جدار الفصل

وإنجاز حقه في الحرية والعودة والاستقلال وحقه في تقرير مصيره, بما في ذلك إقامة دولته المستقلة كاملة السيادة على جميع الأراضي المحتلة عام 1967 وعاصمتها مدينة القدس,

وضمان حق عودة اللاجئين إلى ديارهم وممتلكاتهم التي طردوا منها, وتعويضهم وتحرير جميع الأسرى والمعتقلين بدون استثناء أو تمييز

ضرورة الإسراع في إنجاز ما تم الاتفاق عليه في القاهرة آيار 2011 فيما يتعلق بالمصالحة الفلسطينية وما ورد فيها من اتفاق بين الفصائل الفلسطينية , وانضمام كل القوى والفصائل إليها، أن منظمة التحرير الفلسطينية الممثل الشرعي والوحيد للشعب الفلسطيني في أماكن تواجده كافة،

بما يتعلق بالمتغيرات على الساحة العربية وبما يعزز قدرة الشباب الفلسطيني على التحرير في القيام والنهوض بمسؤولياتها في قيادة الشعب الفلسطيني في الوطن والمنافي وفى تعبئته والدفاع عن حقوقه الوطنية والسياسية والإنسانية في الدوائر والمحافل والمجالات الدولية والإقليمية كافة،

وأن المصلحة الوطنية تقتضي تشكيل مجلس شبابي وطني جديد قبل نهاية العام 2011 بما يضمن تمثيل القوى والفصائل والأحزاب الوطنية والإسلامية جميعها وتجمعات الشعب الفلسطيني في كل مكان والقطاعات والمؤسسات والفعاليات والشخصيات كافة.

إجراء الانتخابات وفق آليات تضعها اللجنة العليا المنبثقة عن قوة الشباب الفلسطيني الحر والحفاظ على منظمة التحرير الفلسطينية إطاراً جبهوياً عريضاً وائتلافاً وطنياً شاملاً وإطاراً جامعاً ومرجعية سياسية عليا للفلسطينيين في الوطن والمنافي.

حق الشعب الفلسطيني في المقاومة والتمسك بخيار مقاومة الاحتلال بمختلف الوسائل وتركيز المقاومة في الأراضي المحتلة إلى جانب العمل السياسي والتفاوضي والدبلوماسي والاستمرار في المقاومة الشعبية الجماهيرية ضد الاحتلال بمختلف أشكاله ووجوده وسياساته،



والاهتمام بتوسيع مشاركة مختلف الفئات والجهات والقطاعات وجماهير الشعب الفلسطيني في هذه المقاومة الشبابية الشعبية.

وضع خطة شبابية فلسطينية للتحرك السياسي الشامل وتوحيد الخطاب الفلسطيني على أساس الأهداف الوطنية الفلسطينية كما وردت في هذه الوثيقة والشرعية العربية وقرارات الشرعية الدولية المنصفة للشعب الفلسطيني بما يحفظ حقوقه وثوابته تنفذها قيادة منظمة التحرير ومؤسساتها والسلطة الوطنية رئيساً وحكومة، والفصائل الوطنية والإسلامية، ومنظمات المجتمع المدني والشخصيات والفعاليات العامة، من أجل استحضار وتعزيز دور الشباب الفلسطيني وحشد الدعم العربي والإسلامي والدولي السياسي والمالي والاقتصادي والإنساني للشعب الفلسطيني وسلطته الوطنية دعماً لحق الشعب في تقرير المصير والحرية والعودة والاستقلال ولمواجهة خطة إسرائيل في فرض الحل الإسرائيلي على الشعب ولمواجهة الحصار

حماية وتعزيز السلطة الوطنية الفلسطينية باعتبارها نواة الدولة القادمة هذه السلطة التي شيدها الشعب الفلسطيني بكفاحه وتضحياته ودماء وعذابات أبنائه, وإن المصلحة الوطنية العليا

أجراء تعديل على "القانون الأساسي" للسلطة والقوانين المعمول بها واحترام مسؤوليات وصلاحيات دور الشباب الفلسطيني الحر وفقاً لإرادة الشعب الفلسطيني بانتخابات حرة ديمقراطية ونزيهة،

واحترام مسؤوليات وصلاحيات الشباب التي ستمنحت الثقة الى المجلس التشريعي المنتخب بانتخابات حرة وديمقراطية ونزيهة،

وأهمية وضرورة التعاون الخلاق بين المجلس الشبابي الاعلى وبين الرئاسة والحكومة والعمل المشترك وعقد الاجتماعات الدورية بينهما لتحقيق وتعزيز التعاون والتكامل وفقاً لأحكام " القانون الأساسي " وللمصلحة الوطنية العليا

وضرورة إجراء إصلاح شامل في مؤسسات السلطة الوطنية وخاصة الجهاز القضائي مع ضرورة احترام القضاء بمستوياته كافة وتنفيذ قراراته وتعزيز وتكريس سيادة القانون.

العمل على تشكيل حكومة وحدة وطنية على أساس يضمن مشاركة الكتل الشبابية البرلمانية والقوى السياسية الراغبة على قاعدة هذه الوثيقة وبرنامج مشترك للنهوض بالوضع الفلسطيني محلياً وعربياً وإقليمياً ودولياً ومواجهة التحديات بحكومة شباب وطنية قوية تحظى بالدعم الشعبي والسياسي الفلسطيني من جميع القوى وكذلك بالدعم العربي والدولي

تنفيذ برنامج الإصلاح وتنمية الاقتصاد الوطني وتشجيع الاستثمار ومحاربة الفقر والبطالة وتقديم أفضل رعاية ممكنة للفئات التي تحملت أعباء الصمود والمقاومة والانتفاضة وكانت ضحية للعدوان الإسرائيلي وبخاصة أسر الشهداء والأسرى والجرحى وأصحاب البيوت والممتلكات التي دمرها الاحتلال وكذلك العاطلين عن العمل والخريجين.

إدارة المفاوضات هي من صلاحية ( المجلس الاعلى لشباب الثورة الفلسطينية ) ورئيس السلطة الوطنية الفلسطينية على قاعدة التمسك بالأهداف الوطنية الفلسطينية, كما وردت في هذه الوثيقة على أن يتم عرض أي اتفاق بهذا الشأن على المجلس الشبابي الفلسطيني الجديد لإقراره والتصديق عليه أو إجراء استفتاء عام في الوطن والمنافي بقانون ينظمه.

تحرير الأسرى والمعتقلين واجب وطني مقدس يجب أن تقوم به بالوسائل كافة القوى الشبابية الوطنية والإسلامية و ( المجلس الاعلى لشباب فلسطين ) والسلطة الوطنية رئيساً وحكومة ومجلساً تشريعياً وتشكيلات المقاومة كافة.

ونطالب بضرورة العمل ومضاعفة الجهد لدعم ومساندة الشباب الفلسطينيين والدفاع عن حقوقهم والعمل على عقد مؤتمر شعبي لشباب فلسطين تنبثق عنه هيئات متابعة وظيفتها والتأكيد على حق الشباب في تحقيق أهدافه والتمسك به ودعوة المجتمع الفلسطيني لتنفيذ ما ورد في الوثيقة بخصوص حق االشباب الفلسطينيين وقضيته العادلة في المشاركة.

وشددت الوثقية على التمسك بالنهج الديمقراطي وبإجراء انتخابات عامة ودورية وحرة ونزيهة وديمقراطية طبقاً للقانون، لرئيس المجلس الشبابي و للمجالس الشبابية المحلية والقليمية والاتحادات والنقابات والجمعيات، واحترام مبدأ التداول السلمي لسلطة بين الشباب , والتأكيد على مبدأ الفصل بين النقابات الشبابية والمجلس الاعلى والتعهد بحماية التجربة الفلسطينية الديمقراطية واحترام الخيار الديمقراطي ونتائجه واحترام سيادة القانون والحريات الفردية والعامة وحقوق الإنسان وحرية الصحافة والمساواة بين المواطنين في الحقوق والواجبات دون تميز وحماية مكتسبات المرأة وتطويرها وتعزيزها.

وتلتزم الفصائل والأحزاب السياسية بمبادئ السيادة الوطنية والديمقراطية وانتقال السلطة في الدولة بصورة سلمية ودورية. ويصون القانون الأساسي حقوق الأقليات، وتلتزم الأقليات بإرادة الأغلبية وقراراتها وفق القانون.

وتتكفل السلطة وحدها بالمسؤولية عن توفير الأمن والأمان للأفراد والممتلكات، وتعمل مؤسستها الأمنية، المبنية على أُسس مهنية ضمن حدود القانون، على حماية حقوق كل مواطن كي يشعر بالأمان، داخل منزله وخارجه. ولا يجوز للأفراد والجماعات حيازة السلاح أو حمله أو امتلاكه بصورة تخالف القانون. إن الدفاع عن شعبنا واجب مقدس، وخدمة هذا الواجب شرف يحمله كل مواطن ويفخر به، دون أي مساس بمبدأ كون الدولة وحدها صاحبة الولاية في المجال الأمني
